Default Statewide Address - 11.21.19 - Government Impound and Law Changes

    STATE OF SAN ANDREAS
    DEPARTMENT OF PUBLIC SAFETY

    Statewide Address

Government Impound Program & State Law Changes

    Update to Statewide post:

    Citizens of San Andreas,

Earlier in the month, a committee was created to audit the validity of the Government Impround Program (GIP). For the last few weeks, the committee have been gathering data from the San Andreas State Police (SASP), the Los Santos County Police Department (LSCPD) and gathering statements from the citizens of San Andreas. Officials from the State of San Andreas, SASP and LSCPD have met and have decided based on the information provided by the commitee that the Government Impound Program will be ended.

Moving forward, the State of San Andreas has introduced statewide policy regarding the unsafe operation of vehicles. Below you can see the amendment to the lawbook.

Unrealistic Driving: Traveling at high rates of speed is not unrealistic driving on its own, however, traveling through traffic lights without due regard or traveling at or near top speeds without justification is inconsiderate and unrealistic. Players are expected to drive with roleplay in mind at all times, this is not GTA Online, players should be justified in the way that they are driving. Players must roleplay personal injury and vehicle damage after accidents. It is common sense that if you crash your car head-on at 60mph that it would be disabled. If you crash your car at 100mph it is common sense that your vehicle would be disabled and you would have suffered a personal injury. Any roleplay scenes should be allowed to play out before admin action is taken place, for example in the case of a police pursuit. At this point, it would be admin discretion when the scene is concluded.
For the citizens of San Andreas, this means a three strike system**. In the event of the third strike, the citizen will be deported from the city for 24 hours and their car will be seized.

If you have any questions, you can direct them to city officials.

** This is merely for the sake of the RP of the post. It will be adminned as warn/kick/ban, as are all rule violations.

    OOC:
Frankly, we are tired of people flying up and down the highway at Mach 345 or flying through the city at unrealistic speeds. This rule is being added to curb the nonsense and unrealistic driving. However, your saving grace in any situation is going to be good roleplay. For example, if you are engaged in a police pursuit in the city, exceeding the speed limit by more than double, but you're exercising proper roleplay to the very end of the pursuit, you may be spared an admin action. However, if you choose to get in your Lamborghini, drive straight to the highway and proceed at 200+ mph, you can expect an admin action. Not only because that is incredibly dangerous on a public highway, but it is entirely unrealistic for someone with a car like that to be using it in such a manner on the public highway. (inb4itsonyoutube: we don't care what they do at Texas 2K.). Of course, as with most rules, this is down to admin discretion. If the roleplay is good, or at least better than the average garbage we have to deal with, you may be afforded some leniency.

In the event of a police scene taking place where this rule is broken, it should be allowed to proceed within roleplay. Once the scene has concluded, then the admin action should take place. This should be the case with most rule violations. The exception would of course be if the rule violation completely ruins the scene. This of course, again, is down to admin discretion.

If, over the course of a few days, you haven't learned your lesson after multiple warnings and kicks and you're finally banned, you can expect the ban to be longer than 24 hours.

If you have any questions about this rule or any other policy we have in place, feel free to contact leadership.

In before every pursuit now turns into a 200mph fleeing.

If all you have in your bag of tricks is speed to outrun the cops, you're a nimrod and a crappy driver. I've been evaded hundreds of times because they used their brains and ducked down alleys and used cunning to evade, not outright speed. Hell, even standard GTA cars can be used. It's not rocket appliances.

And frankly, I applaud that because it took skill to outrun me.

This comes down to common sense and specific situations from my understanding. If you decide on one occasion you want to go like 100 up the freeway, that would just be illegal not against the rules and you'd get a ticket or jail time. However, if you're non-stop doing like upwards of 200 every single time on the freeway and specifically doing it to run from the police, then that is most likely when an admin will step in.

The biggest thing here is encouraging people to realistically roleplay. Just because one out of hundreds of thousands of commuters in real life drives 100+ on a freeway means that you get an excuse to call it "realistic". 95% of drivers go the speed limit or only within about 20 mph up or down from the speed limit.

Does this also apply to police gunning it down the freeway/through the city at 140+ with their lights and sirens on?

Nowhere in here does it say it's against the rules to drive 140 down the freeway. As for the city, if you see police officers driving recklessly, make an officer complaint. Officers should be responding in code 3 situations with sirens and high speeds, however they should be clearing intersections and not just blasting through them. The only exception to this is if they are in a pursuit and attempting to keep up with the suspect/trying to keep intersections clear. But even then, they should be terminating pursuits that are deemed too dangerous. None of this is admin related however.

If lights and sirens are on, it sounds like they’re either going to/ or are engaged in RP. In this case, it makes sense for the officer to be going that speed, assuming he’s driving safe!

Officers are held to the same rules, if they’re not in RP and you seem them blow past you at 150 for no reason, feel free to report it or handle it.
