Policy 107 – Patrol Rifle Program

1. Certifications – Certified Rifle Operators shall attend training and pass a qualification course to obtain their certification. These courses are held occasionally by Field Training Instructors or may be a part of the Department Academy at the discretion of the FTI.

2. Rifle Model – Certified Rifle Operators should carry the “Carbine Rifle” otherwise known as the AR-15. The use of any other rifle is strictly prohibited.

3. Use in Vehicles:

  • Rifles shall be “squad ready” when in a vehicle.
  • Rifles shall be transported in one of two ways as follows:
      • In a squad mounted lock in the front passenger compartment of the vehicle, or
      • Cased in the trunk of the vehicle. If the rifle is cased in the vehicle’s trunk it may be brought into the cabin of the vehicle prior to arriving on a call that will require use of the rifle.
  • At the end of an officer’s shift, the rifle shall be unloaded, cased and locked in the officer’s locker.

4. Deployment – The AR-15 Patrol Rifle should only be deployed in the following scenarios:

  • When a suspect is out of range for a shotgun or handgun to be effective.
  • Suspects are reasonably believed to be wearing protective body armor.
  • Situations that an officer reasonably believes to meet active shooter criteria. (An active shooter situation is defined as an ongoing or continuing act where the perpetrator is actively assaulting others with a firearm or deadly weapon.)
  • When the unique features of the AR-15 Assault Rifle provide a tactical advantage.

5. Policy Violations – A certified rifle operator who has used his or her rifle in violation of this policy or in an unsafe manner may be removed from the Rifle Program.

  • Violations of the use of force policy may result in further disciplinary actions.
